Welcome to the public consultation for residential development on land off Myerscough Smithy Road, Mellor Brook. On this website we introduce the proposals to you and provide a way to get in touch with us.

Prospect Homes are consulting on plans for land off Myerscough Smithy Road, Mellor Brook. The proposals will deliver 121 new high-quality homes including affordable housing, two new vehicular access points from Myerscough Smithy Road and Branch Road, alongside associated works including landscaping and public open space.
This website provides an opportunity to view and comment on the proposals before the planning application is submitted. The proposals represent an opportunity to provide much needed new housing for Mellor Brook, in a sustainable location, on land which is designated for ‘Village Development’ within the South Ribble Local Plan.

Who Are We?​

The Applicant – Prospect Homes
​
The planning application is being progressed by Prospect Homes, a northwest based housebuilder who believe that everyone deserves a place to call home. Prospect Homes are part of The Riverside Group, a not-for-profit organisation that’s been providing affordable homes for more than 90 years. Riverside focus on providing services that tackle homelessness, improve communities and support the most vulnerable in society. Any profits made by Prospect Homes goes back to the Riverside Group to be re-invested in these
vital services.

Planning & Design Consultant – Pegasus Group
Pegasus Group is a multi-disciplinary planning consultancy that advises on a variety of large-scale complex development proposals across the UK. Pegasus Groups' Manchester planning and design teams work with developers, local authorities and communities to ensure that a high quality and deliverable planning permissions can be achieved.


The Site and Background Context
The site comprises 5.57 hectares of agricultural pasture land located on the southern side of Myerscough Smithy Road and the western side of Branch Road. It comprises a linked series of fields contained by hedgerows and hedgerow trees.
The site adjoins the existing settlement boundary of Mellor Brook to the north and east. Further development lies to the western site boundary in the form of industrial units at Samlesbury Aerodrome, and as such the site is well contained by existing development.

The site is considered to be an appropriate location for residential development.
As part of a future planning submission, a range of technical reports are currently being prepared. The key site characteristics are included below:

The site is not subject to any national or local landscape designations. The site is not located within the Green Belt and instead is identified for ‘Village Development’, which is discussed below.

The site is located within Flood Risk Zone 1, where the risk of flooding is at its lowest.

There are no listed buildings or heritage assets within the site or local area.
An Environmental Impact Assessment Screening Request was submitted for the development in September 2024 with the Council concluding on 1st October 2024 that it does not comprise EIA development.

Site Sustainability
The site lies in a sustainable and accessible location in relation to the settlement of Mellor Brook and public transport.

There are several local amenities available within a short walk of the site in Mellor Brook including the Feildens Arms public house and community centre. Further services are located in Mellor, approximately 1km to the east of the site, including a primary school and medical centre. Oakenhurst Surgery in Mellor is currently accepting new patients.
In respect of public transport, the nearest bus stops to the site are located off Myerscough Smithy Road adjacent to the site. From here, regular services are available to Preston, Clitheroe and other local villages.
Given the above, the site represents a sustainable location for residential development, providing access to a range of everyday services and public transport connectivity for future residents.

Planning Context

The site is identified in the South Ribble Local Plan (adopted July 2015); a document prepared by South Ribble Borough Council to set out their vision, planning strategies and policies to support development in the Borough up to 2026.

The planning application will be accompanied by a Housing Need and Mix Study which highlights a clear demand for both affordable and market housing in the locality, beyond what can be accommodated within the existing built-up area of the village. The proposals put forth by Prospect Homes help address these needs and make a substantial contribution towards fulfilling the market and affordable housing requirements of the area.
The provision of housing here provides a valuable contribution to meeting this need in accordance with Policy B2, including the provision of affordable housing for local people.

The Proposed Development

The vision for the development is to build a high-quality residential development and associated open space for the local area.
​
The site layout for the development has been designed to make the most effective use of the site as required in Government Policy, whilst being mindful of the surrounding area.
Prospect Homes will be applying for full planning permission to provide a high-quality residential development for 121 homes, including 35.5% (43 units) affordable housing provision.
Associated works include two new access points off Myerscough Smithy Road and Branch Road, landscaping, public open space and a children’s play area.
The site layout has been developed with the input of a range of technical matters including ecology, arboriculture, highways and drainage to provide an appropriate scheme for the site. Full technical details will be submitted as part of the forthcoming planning application and are summarised below
Key facts:

Provision of 121 new homes to suit both first time buyers and families. This includes the provision of 35.5% affordable homes on site.

To achieve a permeable and legible development, a flexible and variable network of public routes will be created through the site, including pedestrian footpaths.

Two new vehicle access points from Myerscough Smithy Road and Branch Road.

Active frontages will be established along all the site boundaries at Myerscough Smithy Road and Branch Road, creating attractive street scenes and provide natural surveillance.

Landscaping will be provided within the site and along its edges, alongside new site areas of publicly accessible open space and a children’s play area.

Sustainable drainage features will be located along the western boundary and integrated with landscaping.

Before we submit the planning applications described above, we would like to hear the views of local residents, businesses and site neighbours.
Your comments will help us develop the scheme proposals before the planning application is submitted, and therefore we encourage you to send all feedback by 11 April 2025, but comments will continue to be considered after then until the planning application is submitted to South Ribble.
